a
JOHN AND MARGARET MARCI
PAGE 2
Additional characterization requirements for alternatives utilizing biodegradation include biological
studies to determine the number and type of,''naturally occurring bacteria in the soil, analysis for
intrinsic permeability, pH, and for moisture, nitrogen and phosphorous content. For bioventing, soil
vapor extraction and injection tests should also be performed to determine the site specific radius of
influence and air stream contaminant concentrations.
For passive bioremediation, extensive data must be gathered to show this alternative to be effective
over time. In addition to the long term groundwater monitoring costs, periodic soil borings must be
performed to show biodegradation is in fact occurring at the site. The cost of generating this data over
a potentially extended length of remediation time may make this alternative more costly in the long run.
In addition, to propose to use this alternative, the physical data generated from the feasibility studies
must indicate this alternative to be more effective compared to the other alternatives being considered.
The alternatives noted above are suggestions. All appropriate remedial alternatives should be
considered.
Therefore, based on the above discussion, please submit a workplan to PHS/EHD by April 3, 1995 to
investigate the full extent of the soil contamination at the site. Please include a proposal for feasibility
testing with a time schedule for the implementation and','completion of the work.
If you have any questions or wish to discuss this letter in more detail, please contact Linda Turkatte,
Senior RENS, at (209) 468-3441.
Donna Heran, REHS, Director
Environmental Health Division
Linda A.
