Recommendation: Based on the following criteria, the Fund recommends this <br /> site be considered for closure providing the potential for soil vapor migration is <br /> assessed and determined safe for prescribed site activities, public participation <br /> and fee title notifications are conducted, and the monitoring wells are <br /> appropriately abandoned. <br /> • The source of the UST release has been identified and removed. <br /> • Free-phase product in groundwater has been removed to the full extent <br /> practicable, in accordance with the UST Regulations (Title 23, CCR, Section <br /> 2655). <br /> • Contaminants remaining in the vadose zone cannot migrate in soil vapor or <br /> leach at concentrations that would cause groundwater to exceed water quality <br /> objectives. <br /> • There are no existing water supply wells, surface waters or other receptors <br /> threatened by the remaining contaminants in soil or groundwater. <br /> • Pollutants remaining in groundwater do not create or threaten to create risk to <br /> human health and safety, or to future beneficial use(s) of the groundwater. <br /> • The plume size is stable and sufficiently delineated in lateral and vertical <br /> extent and contaminant concentrations detected in groundwater show a <br /> decreasing trend with time. <br /> In summary, the remaining mass of hydrocarbons in soil and groundwater is minor, the <br /> extent of contamination is defined, the groundwater plume is.shrinking, the constituents <br /> of concern are relatively immobile, there is no risk to the public or the environment, and <br /> Water Quality Objectives will be achieved in a few years. <br /> K' k Larson, P.G.
