REBS
San Joaquin Co. PHS
Environmental Health Division
Site Mitigation Unit '
304 E. Weber Street, 3rd Floor
Stockton, CA 95202
iRe: Revised Workplan for Marci's Diesel Service
As requested in your letter of December 10, 1998; we have revised the workplan for the above
site; we believe the changes comply with your instructions. Please replace PLATE H with the
:revised one enclosed, and add PLATE IIIA to the data previously sent.
y
We are concerned about your instructions for placing MW-5 within 40 feet of the UST site
instead of farther away as we proposed. If contamination is encountered at that location, it is
most likely that your office will require additional wells in that direction. Under one possible
l scenario, a well 40 feet away might have minor contamination, and we are required to place
another one farther out - say at 70. If that well is clean, then the one at 40' obviously was not
needed, since the farther out well would have accomplished the same results. The reason we
placed the two wells where we did was to avoid unnecessary work, since the chance of the
contamination spreading that far is extremely remote. We have been most insistent for some
time that this is an"extremely low risk site, and further work is not necessary.
When we receive written approval, of the workplan from your office, we will solicit bids from
qualified vendors and submit a pre,-approval package to the Cleanup Fund. We will keep your
office informed of progress on this site.
We are working with the attorneys for John& Margaret Marci to resolve the situation with the
Cleanup Fund regarding the last work which was done. That work was pre-approved by them,
and we expect that those funds will be released soon. However, this current work cannot be
started until that issue is resolved, since the Marci's are retired and do not have sufficient
s
money to complete this phase.
Plea giv s a call if you have any questions.
nter ssociates
c .
