Fuller Mobile Home Park
' 365 E. Louise Ave., Lathrop, California May 28, 1998
• Phase II Site Characterization - Continued Page: 7
' calculated volume in all ons of petroleum hydrocarbon contamination remaining is
approximate) 37 6 gallons
' The initial mass balance calculation from data collected in 1992 '93 and '94 mdic
approxim y 1,30 cubic yards of underlying sods impacted with approximatel 1,178
' gallons of hydrocarbon contamination within that mass
' The differential betwe a earlier sam les en in 1992, '93 and the samples taken in '98
is approximately 58 cu c yards , 40 Ions of petroleum hydrocarbons This
decline in mass an content is due ral biological attenuation process underlying
' this site
The Hydrocarbon Degrading Enumeration Assays indicates that the hydrocarbon
' degrading bacteria present in the soil have colonized in sufficient levels to achieve
remedial capabilities and further that intrinsic remediation is occurring as a result of the
2 4 x 102 CFU's and greater, as identified in samples B-7, B-9 and B-11 assayed
' The Receptor Survey conducted in February 1997 concludes that none of the four (4)
private wells identified within the survey boundaries will be adversely impacted The three
(3) private wells to the west are to be destroyed in compliance with the City of Lathrops
development and the fourth well located at the mobile home park which is utilized for
irrigation is up gradient and tested non-detected for all petroleum hydrocarbon analytes
Soil Gas Vapor Emission from the effected area is non-detectable at grade level when the
property was surveyed by PID on August 9, 1997
' The historical groundwater data has shown declining levels of all analytes over the past 5
 $ Yt
' years of study, as supported by the enclosed data
The economic impact to the client/owner has created a financial hardship costing
' $60,000 00 +, due to the inability to refinance his construction loans into a fully
amortized loan
' To date $100,000 00 has been expended on this site to evaluate and study the site
conditions Had the problem been addressed at the time of tank removal, only a small
portion of these funds would have been expended and the additional financial hardship
' would not have been experienced
Therefore, given the aforementioned conclusions, WIT believes that this site presents no
' risk to human health or to the environment, and that natural attenuation of the remaining
contamination will mitigate the site with no significant health risk We recommend site
closure
I
