(CCI) is pleased to present this Work Plan to conduct confirmation
soil sampling at Quik Stop Market No. 121, located at 1196 Louise Avenue in Manteca, San
Joaquin County, California(Figure 1).
As the San Joaquin County, Environmental Health Department(County) is aware, CCI submitted
at Closure Report for the subject site on May 30, 2006. The County in its letter dated July 18,
2006 indicated the site exceeds the Tier 1 Environmental Screening Levels (ESL's) for methyl
tertiary butyl ether(MTBE) in soil with available data. It is CCI's opinion the soil contamination
detected in the vicinity of wells RW-1 and MW-4 in 2000 was remediated during the 9 dual-
phase vapor extraction events conducted at the site between February 2001 and December 2001.
These dual-phase events removed over 47 gallons of equivalent petroleum product from that
area. Further, the groundwater at the site was remediated using micro-sparge ozone injection
from July 2002 to May 2005. After the ozone system was shut-down, the site was monitored for
4 quarters and found to be free of detectable groundwater contamination. Based on this data, it is
clear the subsurface contamination has been greatly reduce to "non-detect" (ND) or insignificant
concentrations, which could migrate as vapors. In order to satisfy the Counties concerns, CCI
proposes the following scope of work.
i
