MacArthur Blvd. , Tracy <br /> Dear Mr. Favila: <br /> As per our conversation I am sending you this letter as record of <br /> the event concerning the 1 , 000 gallon diesel tank at our Tracy <br /> Batch Plant which failed its precision tank test and the <br /> explanation as it was told to me by the tank testing company and <br /> our plant personnel. <br /> While I was reviewing our precision tank test results on January <br /> 31 , 1989 , I came across the results from our Tracy Batch Plant <br /> located at 561 S. MacArthur Blvd. , Tracy. The test results <br /> indicated that the 1 , 000 gallon diesel tank failed its precision <br /> test on December 16 , 1988 . This fact surprised me because our <br /> office had not been notified about the tank failure by the tank <br /> testing company. <br /> I immediately contacted the tank tester, Douglas Rust with Becker <br /> Industries , and questioned him about the test and whether or not <br /> anyone from our company had been notified of the failure. Doug <br /> was not certain as to when he notified anyone, but did recall that <br /> it was someone at the plant. <br /> I contacted Otis Brown, the batchman at the facility, and asked <br /> him if he had been told of the tank failure and why our department <br /> was not notified. Otis explained that the tank tester had pointed <br /> out a small leak in the tanks above ground air vent line which <br /> prevented the tank from testing tight. It was not made apparent <br /> to Otis by the tester that this problem was something which <br /> required attention and should be repaired and retested. Due to <br /> the fact that no product runs through this vent line and that this <br /> line will still function as a vent, he did not feel this was <br /> something which had to be reported. <br />
