PUBLIC H`VALTH SERVICES
SAN JOAQUIN COUNTY r y
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
DONALD & MAE SALMON AUG 0 4 1999
616 S MAIN STREET
MANTECA CA 95336
RE: Manteca Equipment Rental SITE CODE: 1434
616 S. Main Street
Manteca, CA 95336
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
reviewed the "Work Plan for Subsurface Investigation", dated 7/30/99, submitted by Ground
Zero Analysis, Inc. (GZA) for the above referenced site and has the following comments.
Soil samples collected following the December 18, 1990 removal of two 500-gallon underground
storage tanks (UST) from the subject site evidenced petroleum hydrocarbon contamination.
The submitted work plan proposes to begin the investigation of the extent of the contamination
with a series of direct push soil borings. One boring for vertical definition will be advanced to
approximately 30-feet below surface grade (bsg) in the area of the former tank pit. Three other
borings for lateral definition will be advanced to surround the former tank pit. These borings are
anticipated to extend to approximately 15-feet bsg, to encounter first groundwater. Continuous
core soil samples will be collected in acetate sleeves. Selected soil samples will be submitted
for analysis, and will include the deepest sample collected from the central boring. A water
sample for analysis will be collected from the central boring, though the work plan did not state if
this sample will be collected at depth or at first encountered groundwater. Should field
conditions dictate it, other water samples for analysis may also be collected. It is the
recommendation of PHS/EHD that, should field observations indicate that vertical definition has
not been made by the above outlined activities, the soil borings be advanced to greater depths
until such definition has been made. Please note that borings advanced below groundwater
must be filled with neat cement grout applied from the bottom up by use of a tremmie pipe.
The work plan as outlined above is approved. Please proceed with scheduling the fieldwork. A
copy of the issued well permit is being forwarded to the listed C-57 licensed driller. Please note
that 48 hours notice to PHS/EHD is required prior to beginning fieldwork. If you have any
questions or comments please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Lori Duncan, REHS Margaret Lagono, REHS
LOP/Site Mitigation Unit IV Supervisor, Unit IV
cc: Mark List, CVRWQCB
Greg Stahl, GZA
A Division of San Joaquin County Health Care Services
