WEST & HANSEN ENGINEERS, INC.
P. O. Box 5891, Vacaville, California 95696 • (707) 451-1360
H
June 3, 1991 ,'''
WN
San Joaquin County, Public Health Services GN ti ALHEPLµ
Po Box 2009 EN`,RNN1 \CEs
Environmental Health Division ptF'CM1
1601 East Hazelton Avenue
Stockton, CA 95201
Attn: Letitia Resch REHS
Subject: Closure In Place Proposal; Underground Boiler Fuel Tank -
Stockton Developmental Center - Addendum
Dear Ms . Resch,
This letter and accompanying laboratory reports constitute an
addendum to our report of findings dated May 21 , 1991 regarding the
above referenced site. Although our chain of custody form
(included in our report of May 21 ) specified soil sample analysis
by EPA method 8270, appropriate for the heavy fuel oil stored at
this tank site, our laboratory inadvertently performed an EPA 8260
analysis, appropriate for lighter molecular weight hydrocarbons .
As indicated on the enclosed laboratory report forms, analysis by
EPA 8270 indicates a TPH concentration of 3200 PPM in sample B1-1 .
This is in addition to the 700 PPM detected utilizing EPA 8260,
resulting in a total TPH concentration approaching 4, 000 PPM. All
three other samples were non-detectable based on both test methods .
We believe our original conclusion regarding contaminant extent is
still valid; ie based on the non-detect results of soil samples
B1-2, B2-1 and B2-2 the vertical and lateral extent of
contamination is limited.
Similarly, our other conclusions regarding the potential threat to
groundwater, contaminants encountered, property ownership and
practicality of remediation are unchanged. Only the magnitude of
TPH contamination in one sample is modified by this addendum.
We look forward to receiving notification from your office
regarding our application to abandon this tank in-place. For any
additional information please contact me at (707) 451-1360 .
Yours truly,
Brian W. West PE
West & Hansen Engineers, Inc.
cc: Cody Begley, OSA
