REPORT OF CORRECTIVE ACTIONS, RECENT GROUNDWATER MONITORING, <br /> SITE CONCEPTUAL MODEL, AND RECOMMENDATION FOR SITE CLOSURE <br /> 151 South Main Street <br /> Manteca, California <br /> September 28, 2004 <br /> 1.0 INTRODUCTION <br /> The purpose of this report, prepared by RM Associates on behalf of Value Reclamation Corporation, <br /> t is to present the most recent groundwater monitoring data and to present information consistent with <br /> that requested by the San Joaquin County Environmental Health Department(SJCEHD) in their letter <br /> to Value Reclamation Corp dated March 5,2002 The report is also prepared cognizant of the "Site <br /> Conceptual Model Boiler Plate" provided by the SJCEHD <br /> ' 2 0 SITE DESCRIPTION AND HISTORY TO DATE <br /> The site, located at 151 South Main Street, Manteca, California, was previously owned by Diamond <br /> Lumber Company (DLC) and 650 Management Corporation, Dallas, Texas In June 1997, the site <br /> was acquired by Value Reclamation Corporation (VRC) VRC accepted all responsibility for <br /> addressing a known underground storage tank (UST) related fuel release problem and for <br /> ' implementing and completing a site remediation The site is presently operated by Don's Mobile <br /> Glass <br /> ' The site is located in a commercial area of downtown Manteca and covers an area of approximately <br /> 1 87 acres bounded on the east by Main Street, on the southwest by the Union Pacific Railroad, and <br /> on the west by Maple Street The north side of the property is bounded by commercial <br /> i establishments Figure 1 presents a Site Location Map illustrating the major roads in the vicinity of <br /> the site, and Figure 2 presents a site map illustrating pertinent on-site features <br /> ' During DLC's operation of the site, a UST, reportedly a 500-gallon gasoline tank had been used, <br /> presumably used to fuel service vehicles The fuel release was detected when the UST was removed <br /> ' from the property in 1985 Reportedly, at the time of the UST removal, an unknown amount of <br /> hydrocarbon-impacted soil was excavated and disposed However, the amount or disposition of this <br /> soil was apparently undocumented <br /> ' Subsequent investigations showed that both soil and groundwater at the facility had been impacted <br /> by excessive concentrations of petroleum hydrocarbons, specifically gasoline The background <br /> ' summary has been derived from several phases of site investigation and groundwater monitoring <br /> conducted between 1988 to the present, by three environmental consulting firms Blymer Engineers, <br /> Inc (Blymer), Steffen, Robertson &Kirsten (SRK), and The Park Corporation (Park) <br />
