Main, Manteca <br /> We received letters from you dated March 18, 1991 and March 27, 1991, regarding substantiation of contents of a <br /> 2000 gallon underground fuel tank formally located at the above site and additional investigation required regarding <br /> contamination from that tank. <br /> As explained to you in a phone conversation with Margaret.Lagorio, Senior REHS, on April 3, 1991, if you have <br /> records that show the tank contents since it's installation,please submit them to our office. In a phone conversation <br /> on November 3, 1988, Jaime Favila, Senior REHS, wastoldthat the pump for this tank was labelled "low lead- <br /> caution product contains lead." <br /> In a Jim Thorpe Oil, Inc., Soil Re-excavation and Resample Work Plan dated June 27, 1989, it states they removed <br /> a"2000 gallon underground regular gasoline fuel tank." In addition,the original tank removal soil sample detected <br /> total volatile petroleum hydrocarbons at one part per million. <br /> The contents of the tank is not the reason for further investigation at this site, the contents determine what <br /> contaminants soil and/or groundwater samples should be analyzed for. - <br /> As explained in our January 3, 1991 letter, seasonal high groundwater at this site is between ten (10) and twenty <br /> (20) feet below surface. According to the LUFT Manual, if soil contamination is detected within five (5) feet of <br /> groundwater, the leaching potential analysis and the general risk appraisal cannot be used and a groundwater <br /> investigation should be conducted. Soil contamination was confirmed at ten (10) feet in both the November 1988 <br /> and September 1989 sampling events. In addition,the soil at this site is sandy and the contaminated soil was placed <br /> back into the excavations.
