PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY Z'
JOGI KHANNA M.D.,M.P.H.
Health Officer P
P.O.Box 2009• (1601 East Hazelton Avenue) • Stockton, California 95201 c4Foa'
(209)468-3400
KENNETH EARNEST
ULTRAMAR INC
P O BOX 466
HANFORD CA 93232-0466
RE: Beacon Station #492 SITE CODE: 14412
470 N. Main
Manteca, CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the "Results of Investigation and Recommendations for Closure" report
dated November 10, 1992 and the "Status Report" dated September 28, 1992 for the
above referenced site.
On July 7, 1992 PHS/EHD requested in a letter that documentation of the disposal of
soil from MW 4 and of the disposal of development water and purged water be provided.
This information has not been provided to PHS/EHD to date. In addition
documentation of the disposal of the soil from the confirmation soil borings drilled
October 8, 1992 and the disposal of the soil from the installation of monitoring wells
MW 1, MW 2 and MW 3 has not been provided.
In a letter dated April 18, 1991 PHS/EHD requested a 48 hour notice prior to
groundwater sampling. Since that time the monitoring wells have been sampled four
times without notification to PHS/EHD of the sampling activity. Inspection during
sampling activities is an important part of PHS/EHD oversight.
In the July 7, 1992 letter PHS/EHD stated that sampling of the monitoring wells should
continue until site certification is given. PHS/EHD has not received water sample results
since the July 1992 sampling. Please schedule a sampling event with PHS/EHD staff by
March 16, 1993.
On October 8, 1992 PHS/EHD was informed that a soil sample collected at 21 feet
below ground surface on October 7, 1992 evidenced .005 ppm Ethyl benzene and .04
ppm Xylene. These results are not indicated in the November 10, 1992 report.
Apparently the soil samples were analyzed a second time and these results are included
in the November 1992 report. Please provide an explanation of this in your next report.
A Division of San Joaquin County Health Care Services
