Main j <br /> Manteca, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the <br /> "Addendum to Work Plan #86102-7W" dated July 27, 1992, prepared by Resna. The work involves <br /> conducting soil sampling to evaluate residual hydrocarbons in the soil. <br /> PHS/EHD concurs with the plan and location of the borings, however we do not concur with closure of <br /> the remediation and investigation with benzene less than 1.0 ppm and BTEX at less than 5 ppm. The <br /> decision for closure will be based on water quality objectives and the threat of groundwater being j <br /> impacted should water levels rise in the future. Seasonal high groundwater according to San Joaquin <br /> County Flood Control map Spring 1986 was 15 feet below ground surface (bgs). According to your <br /> quarterly report dated June 2, 1992, groundwater in February 1992 was approximately 25 feet bgs. <br /> Therefore the soil samples collected will be within 5 feet of seasonal high groundwater or below <br /> seasonal high groundwater. Evaluation of the soil sample results will be based on each constituent and <br /> their characteristics. <br /> Vapor extraction at this site should continue until influent concentrations have not decreased over time. <br /> The confirmation sampling should be conducted after that time. The permit application and $89 fee <br /> must be submitted to PHS/EHD and 48 hour notice provided prior to work and after the permit has been <br /> issued. <br /> PHS/EHD has not been notified previously prior to sampling the monitoring wells.
