Main <br /> Manteca, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the <br /> "Groundwater Monitoring and Subsurface Environmental Investigation" dated June 2, 1992, prepared by <br /> RESNA for the above referenced site. <br /> The installation of monitoring well four (MW 4) and sampling of all the monitoring wells at the site in <br /> February 1992 is documented. The report recommendation was that "no further assessment, remediation, <br /> or monitoring of groundwater" occur at the site. PHS/EHD does not concur with this recommendation. <br /> MW 4 has been sampled once. Additional sampling of this well must occur to confirm the results. <br /> In addition, Ultramar plans to reinstate the vapor extraction system which indicates they feel the soil is <br /> still contaminated. When vapor extraction has been completed,soil sample results from soil boring must <br /> confirm that the soil at the site is no longer contaminated and there is no further threat of contamination <br /> to groundwater. <br /> California Code of Regulations,Title 23,Division 3, Chapter 16, Section 2652(d) requires submission of <br /> quarterly reports to PHS/EHD and Central Valley Regional Water Quality Control Board until the site <br /> investigation and cleanup are complete. Sampling of the monitoring wells should continue until site <br /> certification is given. Ultramar may propose to reduce the number and/or frequency of wells to be <br /> sampled. <br /> The final disposition of the soil from MW 4 was not discussed. Please provide PHS/EHD documentation <br /> of its proper disposal.
