Station No. 492, 470 N. Main St. , Manteca, - Interim Remediation Plan <br /> performed to ensure compliance with permitted emission conditions. <br /> Hydrocarbon vapor concentrations at each extraction well will be recorded <br /> to establish a baseline to gauge the progress of remediation. <br /> Air samples from the system will be obtained in tedlar air bags. These <br /> samples will be transported to a laboratory for Gas Chromatograph (GC) <br /> analysis of benzene, toluene, ethylbenzene and xylenes (BTEX) . The GC is <br /> equipped with a Flame-Ionization Detector (FID) for total hydrocarbons <br /> and a Photo-Ionization Detector (PID) for BTEX. <br /> Operation and Monitoring <br /> The catalytic unit will operate twenty-four hours per day, seven days per <br /> week. The system will be monitored and adjusted every two weeks. <br /> Monitoring will include the analysis of hydrocarbons in the exhaust <br /> stream to ensure that system will be operating within permit conditions. <br /> The individual extraction wells will be monitored to document the <br /> progress of remediation. In general , extraction at an individual well <br /> will be discontinued when the hydrocarbon vapor concentration has been <br /> reduced below about 100 ppm. <br /> Operational Schedule <br /> The VES should be ready for start-up by the time the necessary regulatory <br /> approvals are obtained. The VES will operate continuously twenty-four <br /> hours per day seven days per week for a period of approximately one year. <br /> Process Flow Rates <br /> The maximum achievable process rate for a VES is directly related to the <br /> flow capacity of the vacuum pump and the maximum hydrocarbon <br /> concentration that can be abated by the emissions control system. For <br /> this particular system, the vacuum extraction capacity of the pump unit <br /> is 100 scfm. The catalytic incinerator can abate hydrocarbons in <br /> concentrations as high as 3,250 ppm (25% EEL). <br /> Based on these capacities and the 95% reduction efficiency of the <br /> incinerator, the following maximum process and emission rates in pounds <br /> per day were calculated: <br /> MAXIMUM PROCESS FLOW AND EMISSION RATES <br /> Constituent Influent Process Rate Effluent Emission Rate* <br /> TVH 3,250 ppm 11S lbs/day 163 ppm 5.8 lbs/day <br /> * lbs/day based on 100 scfm flow rate <br /> - 7 - <br />
