Main St., Manteca
Dave:
I was not at the San Joaquin County Environmental Health Department(EHD)when this site was closed, and
the case worker for this site is no longer working at EHD. Upon completing a cursory review of the data for the site.
at 2001 North Main Street, Manteca, I believe our department closed this site because of the very low
concentrations initially detected in the soil samples collected in.January 1992 from soil borings S-1A, B-1 at 13.5-
14.0 feet below surface grade(bsg) and S-2A, B-2 at 13.0 "13.5 feet bsg. In March 1999, one GeoProbe borehole
was advanced between the two initial soil borings to total depth of approximately eighteen feet bsg and soil samples
GP-1 10'and GP-1 15.5'were collected at 9.5 to 10 feet and.15 feet bsg, respectively, and a grab groundwater
sample GP-1 was collected between 17 and 20 feet bsg. Results for the soil and groundwater samples collected in
1999 were non-detect for all chemicals of concern. These results further support site closure.
I suggest that you contact the Central Valley Regional Water Quality Control Board for clarification as to why they
did not respond to the EHD's thirty-day letter requesting concurrence for site closure.
Vicki McCartney,Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton,California 95202
Phone: (209)468-9852
Fax: (209)468-3433
Email: vmcca:tnev ic`s cehd.com
From: Dave Buck [mailto:daveb@blackburnconsulting.com]
Sent: Friday, August 20, 2010 11:47 AM
To: Vicki McCartney [EH]
Subject: RE: Fiore Property, 2001 N. Main St., Manteca
Vicki—We've been reviewing another site on behalf of Caltrans and I attached the county closure letter and
closure summary for it. Caltrans is concerned with the fact that on page 2 of the summary, item VI indicates
"no response"from Reg. Board. I assume this is routine procedure fora "soil only"closure but apparently
Caltrans believes that it implies the Reg. Board did not concur with the closure. I'm hoping you or someone
there can clarify the significance of the"no response"entry.
