Four <br /> monitoring wells were installed and samples were collected quarterly. Analysis of these samples <br /> revealed increasing levels of contaminants in two of the four monitoring wells. In August 1990, <br /> WHF Environmental Consultants, Inc. (WHF), submitted a workplan to start remedial action on this <br /> site. <br /> According to the 29 May 1993 Final report and request for Site Closure, prepared by WHF, 4,394 <br /> cubic yards of soil, including 903 cubic yards of contaminated soil, were excavated. The <br /> contaminated soil was remediated by aeration on site. Four additional monitoring wells were drilled <br /> in December 1990 and May 1991 and a soil gas vapor extraction system was installed in September <br /> 1992. The system was operated continuously for six months and was shut off sixty days after the <br /> effluent samples revealed non-detectable levels of contamination. During the period that the vapor <br /> extraction system was in operation, extraction rates for BTEX (Benzene, Toluene, Ethylbenzene, <br /> Xylenes) and TPH (Total Petroleum Hydrocarbons) as gasoline decreased up to ninety nine percent. <br /> Analysis of the groundwater samples obtained from the monitoring wells since July 1992, have <br /> indicated non-detectable levels of contaminants. <br /> After review of this case and based on the information provided to the Regional Board, staff has <br /> concurred with the request for closure. At this time, no further investigation, remedial or removal <br /> action, or monitoring is required at the Royal Oak Savings & Loan Property, 510 N. Main Street, <br /> Manteca, San Joaquin County. <br /> Nothing in this determination shall constitute or be construed as a satisfaction or release from <br /> liability for any conditions or claims arising as a result of past, current;or future operations at this <br /> location. Nothing in this determination is intended or shall be construed to limit the rights of any <br /> parties with respect to claims arising out of or relating to deposit or disposal at any other location of <br /> substances removed from the site. Nothing in this determination is intended or shall be construed to <br /> limit or preclude the Board or any other agency from taking any further enforcement actions. <br />
