(WHF) and your letter dated January 14, 1993.
In your letter you state that there has been three consecutive quarters of non-detect results of water
samples from the monitoring wells. Unfortunately this statement is not substantiated by the July 23, 1992
sample results of monitoring well seven. The September 1992 Quarterly Report by WHF states that they
assume these results to be incorrect but PHS/EHD must take these results into consideration. In addition
monitoring well two evidenced Benzene at 3.1 parts per billion in January 1992. Since that time
PHS/EHD has received results of the April 1992 and the July/August 1992 samplings.
On November 4, 1992 PHS/EHD staff was present during sampling of the monitoring wells. Since the
vapor extraction system was connected to monitoring well two it was not sampled. Sample results from
monitoring well two are critical to our evaluation of this site for closure.
In your letter you also state that vapor extraction of the soil has been completed. PHS/EHD has not
received any reports concerning results of the vapor extraction system. PHS/EHD staff was at the site on
January 15, 1993 and the vapor extraction system was in operation.
PHS/EHD sympathizes with your financial problems but site closure is based on the actual and potential
threat to groundwater quality and with the current information we do not agree with closure for this site.
Quarterly water sampling and reporting should continue.
If you have any questions contact Margaret Lagorio, Senior REHS, at (209) 468-3449.
Jogi Khanna D., M.P.H.
Health O
v
rie A. tulla, REHS, Program Manager
nvironmental Health Division
LAC/ml
c: WHF Environmental Consultants, Inc.
RWQCB
A Division of San Joaquin County Health care Services
