' ROYAL OAK SAVINGS & LOAN <br /> 510 N Main Street, Manteca, California <br /> 1 <br /> Insitu-Treatment Soil Gas Extraction <br />' Air Quality Permit Application <br /> I.0 SITE BACKGROUND <br /> Royal Oak Savings & Loan was the deed holder of this property, a 1 6 acre site on the <br /> northeast corner of Alameda and North Main Streets in Manteca, California The <br /> property is in Federal Receivership under the administration of the Resolution Trust <br /> Corporation In 1985, the underground tanks from an abandoned filling station were re- <br /> moved, the San Joaquin County Environmental Health Department determined that a <br /> petroleum release had occurred <br /> Two (2) site investigations were undertaken between 1986 and 1990, one by Harding <br /> Lawson & Associates, and another by Canome Engineering <br /> In August of 1990, WHF Environmental Consultants, Inc , (WHF) submitted a work <br /> plan for the excavation of the contaminated soil <br /> The excavation was started on September 20, 1990, and completed on October 3, 1990 <br /> A total of 4,394 cubic yards were excavated, of which 903 cubic yards were contam- <br /> inated The 903 cubic yards of contaminated soil was remedialed by aeration, on site, <br /> this was completed on October 3, 1990 <br /> WHF proposed to install three (3) monitoring/extraction wells on the site These wells <br /> are four inch (4") wells and were installed on November 12, 1990, through November <br /> 14, 1990 <br /> Wells were developed and sampled by McCain Environmental Services, December 3, <br /> 1990, through December 5, 1990 An aquifer pump test was performer) on December <br /> 4, 1990, under the supervision of a certified engineering geologist <br /> Previous investigations had shown that relatively low level contamination of ground- <br /> water had occurred <br />
