Main Sireet, Man fecca, California <br /> Final Soil Rernediatio- 'Ieport <br /> Amendment l,,; <br /> 1.0 MMODUG-HON <br /> This report is submitted for the final results of the soil aeration that was conducted at <br /> the pXperty known as Royal Oak Savings&Loan at 510 N. Main Street in Manteca, <br /> California. <br /> ^ Z.O BACRGROUAV aND SIM MSTORY <br /> Royal Oak Savings and Loan was the deedholder of this property, a 1.6 acre site on the <br /> northeast corner of Alameda and N. Main St. in Mantes, California. The property is <br /> in Federal Receivership Under the administration of the Resolution Trust Cc..Wration. <br /> In 1985, the underground tanks from an abandoned filling station were removed, and <br /> San Joaquin County Environmental Health Department determined that a petroleum <br /> release had occurred. <br /> Two.Site investigations were undertakta between 1986 and 1990; one by Harding <br /> Lawson&Associates, and another by Canonie Engineering, <br /> On August 1990, WHF Environmental submitted a work plan for the excavation of <br /> contaminated soil. <br /> The excavation was started on September 20, 1990, and completed in October 3, 1990. <br /> A total of 4,394 cubic yards was excavated, of which 903 were contaminated. <br /> The contaminated soil was stockpiled on site and covered with 6 mil visqueen and was <br /> ti sampled on October 3, 1990. A total of eight(8)samples were taken and analyzed for <br /> TPH gas and diesel, and BTXE. Traces of benzene, toluene and xylene were detected <br /> (Appendix A). <br /> -- - Under the request of Greg Lyons, an environmental health offimr for San Joaquin _ <br /> County,an aeration permit was applied for and issued on October 11, 1990, by the San <br /> f Joaquin County Air Pollution Control District(Appendix B). <br />
