(ATC) and <br /> has the following comments. <br /> The Report presents a narrative of field activities and remedial system operations, and <br /> the analytical results from samples collected at this site during fourth quarter 2006. In <br /> June 2004 remediation of the groundwater contamination at this site was initiated with <br /> the startup of an ozone infusion system. Groundwater sample analytical results reported <br /> since the system was started have shown a marked decrease in the concentrations of <br /> contaminants in the onsite groundwater monitoring wells located near the source area of <br /> the plume. However, concentrations of contaminants in lateral and offsite wells have not <br /> decreased. <br /> At a site visit in December 2006, during the fourth quarter groundwater monitoring and <br /> sampling event, SJC/EHD and ATC personnel observed an apparent release of ozone at <br /> one of the ozone injection points. ATC field technicians shut down the system, and <br /> noted that the flexible lines delivering the ozone from the generator to the infusion points <br /> were in need of replacement. SJC/EHD has been informed on several occasions that <br /> the site needs to be re-trenched, and all ozone lines replaced, and that this work is <br /> pending. It is the understanding of SJC/EHD that the remediation system has been <br /> offline since December 2006 due to the need to replace these lines. <br /> Please proceed with scheduling the necessary site work to replace the ozone lines and <br /> restart the onsite ozone remediation system. The deadline for the onsite remediation <br /> system to be operational is October 26, 2007. <br /> SJC/EHD has had several discussions with ATC concerning the offsite and lateral <br /> groundwater contamination that is too far away to be affected by the ozone infusion <br /> points. ATC has expressed an intention to expand the groundwater remediation <br /> program and/or method to address these areas. In the Report ATC recommends both <br /> development of a work plan to complete delineation of the offsite plume and to expand <br /> the remediation program. SJC/EHD agrees with these recommendations. <br />
