Main Street <br /> Stockton CA 95320 <br /> San Joaquin County Environmental Health Department (SJC/EHD) has reviewed <br /> Second Quarter 2005, Combined Groundwater Monitoring and Remediation Systems <br /> Operations and Monitoring Report (Report) dated November 29, 2005, submitted on <br /> your behalf by ATC Associates Inc. and has the following comments. <br /> The Report documents field activities that were performed at your site during the second <br /> quarter of 2005. These activities included routine quarterly groundwater monitoring and <br /> sampling of onsite and offsite wells, monthly monitoring and sampling of the onsite wells, <br /> and operations and maintenance (O & M) of the ozone infusion remediation system. <br /> The Report makes several recommendations for future work, including continuing with <br /> routine quarterly groundwater monitoring and sampling, and with operation of the <br /> remediation system. The Report also recommends the following: <br /> 1. Submitting the quarterly groundwater monitoring reports separate from the <br /> remediation system O & M reports. <br /> 2. Reducing the system O & M reporting to semi-annual. <br /> 3. Reviewing the concentrations over time of methyl tertiary butyl ether (MtBE) in <br /> the intermediate and deeper zone offsite wells. <br /> 4. Conducting a remediation optimization study to accelerate site clean up. <br /> SJC/EHD agrees with these recommendations. Of particular concern are the <br /> contaminant concentrations in monitoring well MW-3, MW-6b and MW-6c. The vertical <br /> extent of the groundwater contamination in both of these locations needs to be defined. <br /> In addition, SJC/EHD recommends cessation of the monthly monitoring and sampling of <br /> the onsite wells unless a technical justification for it is presented. SJC/EHD believes that <br /> quarterly groundwater monitoring and sampling should be sufficient to monitor progress <br /> of the onsite remediation system. <br /> Please review the accuracy of the scale on the site map submitted with reports. <br /> According to the San Joaquin County Assessors parcel map the site is approximately <br /> 150 feet wide, not 400 feet wide as indicated by the scale on the report map. <br />
