Jamar Service Station Page 3 of 4 <br /> 4075 East Main Street April 13, 2015 <br /> Stockton, California 95215 <br /> • Maintain a vacuum of one-hundred inches of water or less when purging and <br /> sampling; <br /> • Analyze soil gas collected from the soil gas probe boring closest to the former waste <br /> oil tank for total petroleum hydrocarbons as diesel (TPH-d) and naphthalene by EPA <br /> Method TO-17 using sorbent tubes; include a replicate sample and trip blank, all <br /> stored at four degrees Celsius, in addition to analyzing soil gas samples by Method <br /> TO-15; <br /> • Report the percent of oxygen in the soil gas samples in addition to analyzing the soil <br /> gas samples by EPA Method TO-15 for total petroleum hydrocarbons as gasoline <br /> (TPH-g); benzene, toluene, ethylbenzene and total xylenes (BTEX); methyl tertiary- <br /> butyl ether (MTBE); ethyl tertiary-butyl ether (ETBE), tertiary-amyl methyl ether <br /> (TAME), di-isopropyl ether (DIPE), tertiary butyl alcohol (TBA), 1,2-dichloroethane <br /> (1,2-DCA) 1,2-dibromoethane (EDB), naphthalene and 1,1-DFA; <br /> • Report all soil gas results in micrograms per cubic meter (Ng/m3); reporting limits must <br /> be less than 85 micrograms per cubic meter (Ng/m3) for benzene, less than 1,100 <br /> pg/m3 for ethylbenzene, less than 93 pg/m3 for naphthalene and less than 100 ug/m3 <br /> (0.1 micrograms per liter) for 1,1-DFA; <br /> • Instead of comparing soil gas analytical results to ESLs and CHHSLs, determine <br /> whether the analyte concentrations meet criteria listed in the Low-threat Underground <br /> Storage Tank Case Closure Policy (LTCP); additional site investigation may be <br /> warranted based on the results; <br /> • Notify the EHD at least two weeks prior to performing the field work and note that field <br /> work cannot begin sooner than five days after the permits have been issued; and <br /> • Postpone collecting soil gas samples until after the passage of a frontal system, and <br /> within five days of irrigation or a significant rainfall event of a half inch or greater. <br /> With these conditions, the EHD approves the Work Plan. This approval is not a <br /> concurrence or endorsement for any other conclusions, conditions, or implications contained <br /> in the Work Plan dated 05 March 2015. <br /> In January 2015, the EHD received permit applications to advance two soil gas borings <br /> onsite and two off-site at 933 South Oro Street in Stockton, a check for $1040, Master File <br /> Record form, and Licensed Contractor Declaration (LCD). Since receiving these items, the <br /> EHD has implemented a new fee policy. As a result, the EHD requires only $420 be <br /> submitted for the four soil gas probes. Any additional staff time over the initial four-hour fee <br /> will be billed to the identified responsible party. Please notify the EHD whether the original <br /> check should be returned and a new check issued for $420 or whether the current check <br /> should be retained and a refund submitted, if appropriate, following the field work. <br /> Also, the EHD will not issue the permits until the access agreement has been submitted to <br /> this agency. <br />
