Main Street
Stockton, CA 95212
The San Joaquin County Environmental Health Department (EHD) has reviewed this site for
the annual update of the Low Threat Closure Policy (LTCP) checklist and Path to Closure >
Plan (PTCP), reviewable on GeoTracker, the database maintained online by the California
State Water Resources Control Board (CSWRCB). During the review process, the EHD
identified items that still need to be addressed in accordance with the PTCP. These items
are as follows:
• A conceptual site model (CSM) that assesses the nature, extent, and mobility of the
contaminants is not yet complete. EHD determined that groundwater flow direction is
often towards the north/northeast and groundwater is not delineated in that direction.
Please submit a work plan identifying additional plume delineation toward the
northeast.
• The secondary source has not been removed to the extent practicable. This site is
currently under soil vapor extraction and ozone injection remediation, please
continue to remediate until contaminant concentrations pass LTCP criteria and are
stable.
• The contaminant plume that exceeds water quality objectives is not stable or
decreasing in areal extent, and does not meet all of the additional characteristics of
one of the five classes of sites: plume length is >_ 250 feet and < 1,000 feet, MTBE
concentrations is >_ 1,000 tag/I and the nearest supply well is > 250 feet and <_ 1,000
feet. This site is currently under soil vapor extraction and ozone injection
remediation. Continue remediation until contaminant concentrations pass LTCP
criteria and are stable.
Please contact Angelica Sandoval Marin at (209) 468-2807 or amarin@sjcehd.com if you
have any questions._._
Sincerely,
—41ca S.
