This case does not meet all of the required criteria of the Policy. A summary
evaluation of compliance with the Policy is shown in Attachment 1: Compliance with State
Water Board Policies and State Law. The Conceptual Site Model upon which the evaluation of
the case has been made is described in Attachment 2: Summary of Basic Case Information
(Conceptual Site Model). Previous Recommendations are included in Attachment 3: Previous
Recommendations. Highlights of the case follow:
This case is an active commercial petroleum fueling facility in Stockton. An unauthorized release
was reported in January 1999. Soil vapor extraction has been conducted between October 2011
and May 2013, which reportedly removed 4,377 pounds of total petroleum hydrocarbons as
gasoline (TPHg). Ozone sparging has been conducted since December 2011. Since 2000, 23
active groundwater monitoring wells have been installed and monitored. According to groundwater
data, water quality objectives have been achieved or nearly achieved for all constituents except
methyl tert-butyl ether (MTBE).
The petroleum release is limited to the soil and shallow groundwater. According to data available
in GeoTracker, there is one supply well regulated by the California Department of Public Health
within 534 feet northeast (downgradient) of the Site. There are no water supply wells or surface
water bodies within 1,000 feet of the Site. Water is provided to water users near the Site by the
Stockton East Water District and City of Stockton Municipal Utilities District. The affected
groundwater is not currently being used as a source of drinking water, and it is highly unlikely that
the affected groundwater will be used as a source of drinking water in the foreseeable future.
FELICIA MARCUS,CHAIR I THOMAS HOWARD, EXECUTIVE DIRECTOR
1001 1 Street,Sacramento,CA 95814 I Melling Address:P.O Bax 100,Sacramento,Ca 95812-0100 1 www.waterboard..W.gov
tai RECYCLED PAVEX
