MEP.° °°DTEDTI°. <br /> Central Valley Regional Water Quality Control Board <br /> GEI <br /> 8 November 2013 NOV 12 2093 <br /> Ms. Terri Hernandez ENUIRONMBVTALHMLTN <br /> PERM17/3ERWi0ES <br /> 931 South Oro Avenue <br /> Stockton, CA 95215 <br /> COMPLAINT NUMBER 1f917 AGAINST VALERO/JAMAR GAS STATION, 4075 EAST MAIN <br /> STREET, STOCKTON, SANJOAQUIN COUNTY <br /> On 20 August 2013, California Regional Water Quality Control Board, Central Valley Region (Central <br /> Valley Water Board) staff received the complaint (attached) submitted to Cal EPA against the <br /> Valero/Jamar Service (Site) at 4075 East Main Street in Stockton, San Joaquin County (Figures 1 and 2). <br /> We also received your phone call of 29 October 2013 expressing disappointment in the quality of water <br /> in your home. You have indicated you receive your water supply from California Water Service (CWS). <br /> We assure you there is no connection between the water delivered to your home from CWS and the <br /> groundwater impacted with methyl t-butyl ether underlying the Jamar Service Station. The water <br /> delivered to your home comes from sources miles away from the Jamar Service Station pollution. We <br /> hope that we can assist you with additional information provided in this letter. <br /> In the complaint you identified that you live at 931 South Oro Avenue; about 135' north-northwest of the <br /> Jamar Service Station and expressed concern regarding: <br /> • Oil in the holding tank of the household toilet. <br /> • Oil in sewage clean out drains. <br /> • Soot coming from the remediation system exhaust at the Jamar Service Station. <br /> No notification of pollutant release or cleanup system operation at the neighboring gas station. <br /> • Concern that leaking fuel tanks were not removed from the neighboring gas station. <br /> • Concern for exposure to methyl t-butyl ether found in the groundwater underlying the gas station. <br /> • Lack of response from the local water purveyor. <br /> • Reduced property value <br /> • Threats unspecified. <br /> On 21 August 2013, Water Board staff and representatives from the San Joaquin County Environmental <br /> Health Department (SJCEHD) conducted an inspection of the Jamar Site and the on-going remediation <br /> system. On the same day we spoke with you, and photographed the reported discoloration in your toilet <br /> tank and black residue reportedly collected from the sewer cleanout in your backyard. <br /> Staff collected samples of the water inside your residence from the toilet tank and from your outside <br /> spigot on 26 August 2013. The laboratory data was received on 10 September 2013. The results were <br /> sent to you on 18 September 2013. Elevated levels of oil and grease were detected in the both samples <br /> analyzed by the Central Valley Water Board contract laboratory. The results indicate the oil and grease <br /> in your toilet and water supply are different than the release from the Jamar Service Station.
