r A <br /> Complaint No. 11917 - 4 - 8 November 2013 <br /> Valero/Jamar Service Station <br /> Stockton, San Joaquin County <br /> their laboratory equipment. Bromodichlorormethane, and chloroform did not exceed their drinking water <br /> levels (MCLs) and are considered by-products of the chlorination process of drinking water. . The <br /> constituents found in MW-12A are the "lighter" and most mobile components of gasoline. These were <br /> not found in your water samples. The heavier components found in your water are relatively immobile in <br /> the soil and groundwater. They are not found in MW-12A. <br /> Motor oil is not found in the Jamar plume, nor do the data show that a substantial amount of motor oil <br /> was released to the soil when the waste oil UST was removed. <br /> Your water is provided by California Water Service from supply wells that are not within the path of the <br /> Jamar Service groundwater plume. There is no other pathway for the Jamar Service groundwater plume <br /> to get into your public water supply. For concerns about the water supply, please contact California <br /> Water Service, the San Joaquin County Environmental Health Department at (209) 468-3420, or the <br /> California Department of Public Health (CDPH) at (209) 948-7696. <br /> 2. Soot coming out of the remediation system exhaust <br /> We were unable to verify soot coming out of the treatment system exhaust at the Jamar Service Station. <br /> On the day we conducted our site inspection (21 August 2013) the system was operating properly and no <br /> smoke was observed coming from the exhaust stack. <br /> The Jamar Service Station is utilizing a soil vapor extraction system to clean up the petroleum released <br /> to the subsurface. The system operates by pulling a vacuum on wells constructed through the soil <br /> column and drawing volatile compounds into a catalytic converter to destroy the compounds before the <br /> air is released to the atmosphere. The trailer at the Jamar Service Station has a 20' tall chimney and <br /> houses the soil vapor extraction system (SVE). The emissions from the SVE system are regulated by <br /> the San Joaquin Valley Air Pollution Control District in the air quality permit. According to reports <br /> submitted by the consultants for the Jamar site the SVE system is operating in compliance with the air <br /> discharge permit. <br /> In addition to vapor extraction the Site is also operating an ozone injection system. The ozone generator <br /> is used to inject ozone gas into the groundwater from 71.5' to 105.2' below the ground surface to destroy <br /> petroleum hydrocarbons. <br /> During our site inspection, you stated that previously you had observed smoke coming out of the SVE <br /> chimney. I explained that if there was smoke coming out of the chimney, there is a phone number to call <br /> on the sign on the fence around the SVE system, that the consultant would send a technician to repair <br /> the malfunctioning SVE system. You may also contact the lead regulatory agency, SJCEHD if you <br /> observe soot or smoke coming from the SVE chimney. <br /> 3. No notification of pollutant release or operation of cleanup system at neighboring gas station. <br /> Cleanup and investigation at the Jamar Service Station is being conducted under the oversight of the <br /> San Joaquin County Environmental Health Department (SJCEHD). SJCEHD implements the <br /> Underground Storage Tank (UST) Program under contract from the State Water Resources Control <br /> Board. SJCEHD did not notify adjacent property owners prior to conducting the interim remediation for <br /> the petroleum release because public participation was not required in its contract with the State Water <br /> Resources Control Board. SCJEHD stated that prior to conducting all types of remediation, contacting <br /> adjacent property owners, tenants and interested parties was added to the 2013-14 contract with the <br /> State. You have been added as an interested party to correspondence regarding the Jamar Service <br /> USTs case. <br />
