Main St. RO#: 00066 <br /> Stockton, CA., 95205 <br /> San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> "Problem Assessment Report/ Corrective Action Plan" dated March 18, 2002, as <br /> submitted by Horizon Environmental, Inc. on April 4, 2002, and has the following <br /> comments. <br /> The Problem Assessment Report (PAR) part of this combination report <br /> documents the completion of the investigative phase for this leaking underground <br /> storage tank (UST) by discussing the distribution of petroleum impacted —,-,---+ t <br /> groundwater, the mass of petroleum left in soil and groundwater, and deta+ls the <br /> results of a sensitive receptor search. The Corrective Action Plan (CAP) part of <br /> this report discussed the feasibility of multiple remedial alternatives. <br /> Most conclusions for lateral limits of contamination were based on data collected <br /> from monitoring wells and borings, except in the areas where no wells or borings <br /> were placed. A discussion included in the PAR section of the report `suggested' <br /> "reportable TPHg concentrations in groundwater extend only a limited distance <br /> westward and southward....."since no confirming data is available for these <br /> areas. EHD feels that ULTRAMAR should have investigated these areas prior to <br /> suggesting that any impact in these areas is minimal or non-existent. Be advised <br /> that EHD will require confirmation soil sampling in multiple areas of the site at the <br /> completion of your remedial actions. The areas to the south and west will be <br /> included in this confirmation soil sampling procedure.- P�jca- <br /> As a compromising gesture, EHD will consider the site adequately delineated Al-, <br /> enough to proceed to the remedial phase and accepts the PAR as submitted. <br /> The Corrective Action Plan (CAP) portion of this combination report listed <br /> multiple alternatives for both soil and groundwater remediation. <br /> In considering possible alternatives for soil remediation, this report listed soil <br /> vapor extraction (SVE), over-excavation, and passive remediation. <br />
