Box 2009 Date 10—Z/-06) by <br /> Stockton, California 95201 <br /> Subject: Changes in Quarterly Monitoring Analytical Programs <br /> San Joaquin County, California <br /> Mr. Infarna: <br /> At the request of Ultramar Inc. (Ultramar), Horizon Environmental Inc. (Horizon) proposes <br /> to amend the quarterly groundwater monitoring analytical programs for three Ultramar sites <br /> in Stockton. This letter is documentation confirming our telephone conversation on this day <br /> in which it was agreed that a decrease in the frequency of certain quarterly monitoring <br /> analyses was warranted and acceptable. The three sites in Stockton referred to above are: <br /> Beacon Station#419; 2350 Waterloo Road; <br /> Beacon Station#474; 3440 East Main Street; and <br /> Beacon Station#641; 1210 East Hammer Lane. <br /> Currently, analyses typically performed for quarterly monitoring at these sites include: total <br /> petroleum hydrocarbons hydrocarbons as gasoline (TPHg); the volatile aromatic compounds <br /> benzene, toluene, ethylbenzene and total xylenes (BTEX); the seven fuel oxygenates methyl <br /> tert-butyl ether (MTBE), diisopropyl ether (DIPE), ethyl tert-butyl ether (ETBE), tert-amyl <br /> methyl ether (TAME), tert-butanol (TBA), methanol and ethanol, and the lead scavenger <br /> compounds 1,2-dichloroethane (1,2-DCA) and 1,2-dibromoethane (1,2-DBA) by EPA <br /> Method 8260B. It is proposed to decrease the frequency to an annual basis for the <br /> oxygenates (except for MTBE), and the lead scavenger compounds 1,2-DCA and 1,2-DBA. <br /> Analytical results of previous quarterly monitoring events have confirmed the presence or <br /> absence of these analytes at the three Stockton Ultramar sites. Annual inclusion of the <br /> analytes in the second calendar quarter (spring) when groundwater is typically at the highest <br /> yearly level should be adequate to monitor the conditions relative to the analytes. It is <br /> understood that the reduced frequency for the six oxygenates and lead scavenger compounds <br /> is applicable during the interim period of site investigation and portions of remedial action <br /> periods. However, the frequency may be changed to reflect site requirements depending on <br /> the investigative or remedial status of the site.
