(Horizon), on your behalf for the above-referenced site. The
EHD had directed the submittal of a well destruction work plan by letter dated 30 October 2013.
In the work plan, Horizon noted that the EHD had directed by e-mail dated 09 October 2013 that
all on-site wells be destroyed by drilling out the wells and that the two off-site wells, MW-4 and
MW-5, could be destroyed by pressure grouting. That noted, Horizon proposes to over drill all
of the on-site wells and pressure grout MW-4 and MW-5 in the City right-of-way.
As first mentioned by letter dated 25 September 2013, the EHD has found destruction of
'nested' wells is best obtained when augers larger in diameter than the original augers are used
and centered on the deepest casing (which is off-center in the original borehole). The augers
need to be sized sufficiently to reach out and remove all well casings, screens, filter pack
material and grout sealant installed during construction; 'nested wells' VW-1/2/3 and VW-4/5/6
should be destroyed in this manner.
Please submit the encroachment permit issued by the City of Stockton, permit applications,
Master File Record form, and total fees of $3,875 for the destruction of the twenty-five wells on
two parcels to the EHD. If you have any questions or concerns, please contact Vicki McCartney
at (209) 468-9852 or by e-mail at vmccartney@sjcehd.com.
Sincerely,
