V <br /> i <br /> PROBLEM ASSESSMENT REPORT/ <br /> CORRECTIVE ACTION PLAN <br /> Former Beacon Station No. 12474 <br /> 3440 East Main Street <br /> Stockton, California <br /> 1.0 INTRODUCTION <br /> At the request of Ultramar Inc. (Ultramar), Horizon Environmental Inc. (Horizon) has <br /> prepared this Problem Assessment Report/Corrective Action Plan (PAR/CAP) for the former <br /> Beacon Station No. 12474 located in Stockton, San Joaquin County, California as shown on <br /> . Figure 1. The purpose of this PAR/CAP is to describe the physical site, the nature and <br /> extent of petroleum hydrocarbons in soil and groundwater, and recommend cost-effective <br /> remedial alternatives for the soil and groundwater beneath the site on the basis of previous <br /> investigation and feasibility work performed at the site. The PAR/CAP is to be submitted to <br /> the San Joaquin County Environmental Health Division (SJCEHD) for review and approval <br /> of the proposed corrective actions. <br /> The PAR/CAP was developed in accordance with the State of California Water Resources <br /> Control Board document Leaking Underground Fuel Tanks (LUFT) Manual and the <br /> Regional Water Quality Control Board document (RWQCB) Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigation and Evaluation of Underground Tank Sites <br /> dated 31 August 1991. <br /> The problem assessment portion of this report includes summaries of the results of previous <br /> investigations at the site including distribution of gasoline hydrocarbons in soil and <br />
