PUBLIC HEALTH SERVICES
PpU1ly
SAN JOAQUIN COUNTY
2..
ENVIRONMENTAL HEALTH DIVISION Z<
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Officer
304 E. Box 388 • Stockton, CA201
209/468-3420 lj
JOHN JOHNSON MAILED FEB 0 61996
THE CUSTOMER COMPANY
P O BOX 886
BENECIA CA 94510
RE: FOOD AND LIQUOR SITE CODE: 1984
890 NORTH MAIN
MANTECA CA
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) is pleased to
provide this letter regarding the status of the request for site closure recently submitted for the above
noted facility.
As you know, in 1993 PHS-EHD requested that you provide additional data to support the conclusion
that the residual levels of hydrocarbons remaining at the site are limited and do not pose a significant
threat to groundwater. Since that time, the soil and groundwater data from the site appear to strongly
support this initial conclusion. PHS-EHD appreciates your efforts in providing this additional data.
PHS-EHD has received the request for closure prepared by your consultant, Parker Environmental.
Staff review of the request for closure is complete and is favorable. The request will now be further
reviewed by our internal peer review committee. The peer review will evaluate the need to continue
monitoring at the site or if a regulatory closure is warranted at this time. Should PHS-EHD concur with
the closure request, 30 days notice of the impending closure will be provided to the Central Valley
Regional Water Quality Control Board (CVRWQCB). Unless the CVRWQCB has justifiable concerns
about the closure, PHS-EHD will issue a formal closure letter after the destruction of the site
monitoring wells. The time frame for the above noted process is roughly 60 to 90 days.
Considering that the bulk of the impacted soil had been removed by over-excavation in 1987 and that
subsequent groundwater monitoring over time has indicated predominantly nondetectable levels of
contamination, a strong argument for a no further action decision can be made at this time. In any
event, you can be assured that this site is in the final phase of regulatory oversight, with a formal
closure expected some time in the near future.
It is hoped that this letter will be of help to you. If you need anything further or wish to discuss this
letter in more detail, please contact Linda Turkatte, Senior REHS, at (209) 468-3441.
Donna Heran, REHS, Director
Environmental Health Division
Linda A.
