This situation has been documented at many other <br /> sites in San Joaquin County and it appears it may have <br /> happened on yours. Groundwater monitoring wells may provide <br /> clean results following significant drops in water levels. <br /> Should groundwater levels come back up, contaminants may <br /> reappear in the samples. <br /> Contaminant concentrations: Soil samples taken during <br /> the over-excavation indicated low levels of contaminants <br /> were left behind. PHS/EHD's concern is what volume of <br /> contamination is left on this site and are the <br /> concentrations that were left in the excavation the <br /> highest, or are there higher levels elsewhere on the <br /> site. <br /> Detection limits: The detection limits used by the labs <br /> in doing the sample analysis need to be at least as low <br /> as those outlined in the Tri-regional guidelines. <br /> Each piece of new information builds on all previous data and over <br /> a period of time enough information is available to decide whether <br /> the site can be closed. The complicated characteristics of this <br /> site are indeed unfortunate. The burden of proof, to a degree of <br /> confidence that will convince PHS/EHD and CVRWQCB, is yours. <br /> PHS/EHD's ability to fully assist you has been hampered by the fact <br /> that some of the data is missing from our files. Mr. Parker was <br /> kind enough to send us a second copy of the November 13, 1991 <br /> Report on Subsurface Investigation Work. These omissions will need <br /> to be submitted before a complete and accurate assessment can be <br /> conducted.
