Main <br /> Manteca, CA 95336 <br /> Public Health Services Environmental Health Division (PHS/EHD) <br /> issued a detailed letter dated• M4y 2.7,, 1992 which outlined, the <br /> specific site conditions which exist at the above location and the <br /> lack of convincing evidence to support your request for closure. <br /> It was hoped that this information would help direct your efforts <br /> in the acquisition of the necessary additional data. Instead, the <br /> results of field work and soil samples collected in May of 1992 <br /> have still not been received by PHS/EHD or the Central Valley <br /> Regional Water Quality Control Board (CVRWQCB) . A report of this <br /> work is to be received by PHS/EHD by December 31, 1992. <br /> California Code of Regulations, Title 23; Division 3; Chapter 16 <br /> (Underground Tank Regulations) ; Article 5; Subsection 2562 (d) <br /> states: "Until investigation and cleanup are complete, the owner <br /> or operator shall submit reports to the local agency or regional <br /> board, whichever is overseeing the cleanup, every 3 months or at <br /> more frequent intervals, as specified by the local agency or <br /> regional board. " The Customer Company has only submitted five <br /> such Quarterly Reports in the last six years. You are therefore <br /> directed to submit your next Quarterly Report by January 15, 1993. <br /> The Customer Company has been previously made aware of the content <br /> of Quarterly reports and that they need to include those items <br /> outlined by Appendix A-Reports, Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigation and Evaluation of <br /> Underground Tank Sites. In addition, San Joaquin County's well <br /> ordinance requires fecal coliform testing and reporting of all <br /> wells 50 or less feet from any sanitary sewer lines. According to <br /> PHS/EHD staff measurements, all four wells on your site fall into <br /> this category. Provisions need to be made in advance with your <br /> consultant and lab for this testing. Finally, since regulatory <br /> oversight of sampling procedures is an essential element of the <br /> overall evaluation process, PHS/EHD must be notified 48 hours prior <br /> to any sample collection on these sites. <br /> A Division of San Joaquin County Health care Services 10 <br />
