ADKISSON <br /> ENVIRONMENTAL COMPLIANCE SPECIALIST <br /> The San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS-EHD) has completed review of the documents entitled "Additional Site <br /> Assessment and Remedial Options Report" dated December 1993, and "Addendum <br /> No. 1 to the Additional Site Assessment and Remedial Options Report" dated <br /> September 1994 and has the following comments. <br /> PHS-EHD agrees that the residual soil contamination will probably be mitigated <br /> during the groundwater remediation phase. For clarification purposes, however, the <br /> LUFT Manual states that benzene, toluene, ethylbenzene, and xylene (BTEX) levels <br /> should be below detection limits if total petroleum hydrocarbons for gasoline (TPH-G) <br /> levels are 10 ppm (parts per million) or lower at sites with groundwater depths less <br /> than 25 feet below grade surface (bgs) but greater than 5 feet bgs. The leaching <br /> potential analysis for sensitive sites relies entirely on TPH values. Therefore, if BTEX <br /> constituents are detected, even though TPH constituents are below 10 ppm, the site <br /> investigation should utilize more sophisticated methods of risk appraisal for evaluating <br /> the need for soil mitigation. <br /> Your consultant, Black and Veatch Waste Science, Inc. (BVWS) indicated a computer <br /> model may be used to obtain optimum spacing for the injection wells. Should the <br /> computer modeling conclude differing data than that obtained during field activities, <br /> please provide this information to PHS-EHD and the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) within the appropriate quarterly monitoring report. <br /> Pursuant to Section 25299.77 of the California Health and Safety Code, please <br /> submit 2 additional copies of the proposed RAP, as well as an Executive Summary, <br /> which will be made available to the public for inspection and review during the 30 day <br /> public notification period.
