Box 2009 <br /> Stockton CA 95201 <br /> EAST BAY MUNICIPAL UTILITY DISTRICT (EBMUD), STOCKTON CENTER-, -1804 WEST-MAIN " <br /> STREET, STOCKTON - SOIL AND GROUND WATER ASSESSMENT <br /> We have reviewed the 17 November 1989 Soil and Ground Water Assessment report <br /> pre prepared by Kleinfelder Associates for this site. Three ground water <br /> monitoring wells were installed and sampled twice during the reporting period. <br /> Petroleum hydrocarbons were detected in the downgradient monitoring well <br /> during each round of sampling. <br /> According to the report, the. contaminants are believed to be originating. from <br /> an on-site source. EBMUD_ proposes to sample the monitoring wells on a <br /> quarterly basis and, if the hydrocarbons are persistent; evaluate installation <br /> of additional monitoring wells as proposed by their consultant. <br /> Based on the information provided in the report, the proposal to conduct <br /> quarterly monitoring is unacceptable to the Regional Water Quality Control <br /> Board. The two rounds of water samples confirm that ground water beneath the <br /> site has been impacted. EBMUD should be required to submit a work plan for <br /> further investigation to define the extent of the contamination. <br /> If EBMUD fails to submit an adequate work plan, please notify the Regional <br /> Board and we will consider preparing an enforcement order requiring that the <br /> investigation be conducted in a timely manner. <br /> �= If'you"ijave `any questions;please. -call me at (916) '361-5731.
