ADKISSON <br /> ENVIRONMENTAL COMPLIANCE SPECIALIST :�r1995 <br /> EAST BAY MUNICIPAL UTILITIES DISTRICT (EBMUD) <br /> P O BOX 24055 <br /> OAKLAND CA 94623-1055 <br /> RE: STOCKTON SERVICE CENTER <br /> 1804 W MAIN ST; STOCKTON <br /> In light of the 10 March 1995 letter directed to you from the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB), I will provide some clarification as to the <br /> regulatory lead at the above referenced site. <br /> The California State Water Resources Control Board (SWRCB) has contracted with <br /> the San Joaquin County Public Health Services, Environmental Health Division (PHS- <br /> EHD) to perform oversight of assessment and clean up activities at contaminated <br /> underground tank sites through the auspices of the Local UST Oversight Program <br /> (LOP). The goal of the site evaluation performed by PHS-EHD is to certify closures <br /> of underground tank leakage sites in an efficient and expedient manner, which is <br /> contrary to the actions occurring prior to the contractual agreement between the <br /> SWRCB and the local implementing agencies (LIAs). <br /> For more than 2 years (June 1993), PHS-EHD, EBMUD, and Black & Veatch Waste <br /> Science Inc. (BVWSI) have been preparing the draft Remedial Action Plan (RAP) for <br /> implementation. Much preparation and review has taken place in order that little time <br /> would lapse at the point of remedial implementation. PHS-EHD provided written <br /> direction in correspondence dated January 24, 1994 in which the draft RAP activities <br /> commenced. <br /> The remediation selected will utilize in-situ bioremediation system with injection of <br /> enzymes, nutrients, and an oxygen source into the aquifer. Monitoring well #8 will be <br /> converted into an extraction well. Three injection wells will be included in the system; <br /> Monitoring Well #1 located near the edge of the petroleum plume, Monitoring Well <br /> #11 is proposed approximately 10 feet upgradient of the Hydropunch #5 and should <br /> affect all the impacted groundwater, and the third injection well, Monitoring Well #10 <br /> will be placed outside of the plume boundaries but within the capture zone. The <br /> extraction and injection wells will be plumbed into a 1,000 gallon mixing tank, thereby <br /> creating a "closed loop" system. Following startup and completion of the <br /> bioremediation system treatment, groundwater quarterly monitoring will be continued <br /> A Division of San Joaquin County Health Care Services <br />
