�, 1 .0 Introduction <br /> Black & Veatch Special Projects Corp. (Black & Veatch) was retained by the <br /> East Bay Municipal Utility District (District) on June 24, 1993, to perform an <br /> LP additional site assessment, groundwater monitoring, and remediation services at the <br /> District's Stockton Service Center (Stockton site). Previous investigations had <br /> indicated the presence of a petroleum hydrocarbon groundwater plume at the site <br /> LO caused by leaking underground storage tanks (USTs). <br /> A work plan for additional investigation and quarterly monitoring was prepared <br /> by Black & Veatch and approved by the San Joaquin County Public Health Services <br /> Environmental Health Division (SJCPHS), the lead agency for the site. Black & <br /> Veatch performed an additional assessment, implemented a quarterly groundwater <br /> r0 <br /> monitoring program, and developed a feasibility study to identify and evaluate <br /> remedial alternatives for the site. The District selected active bioremediation as the <br /> preferred alternative and Black & Veatch developed a draft corrective action plan <br /> (CAP). The Central Valley Regional Water Quality Control Board(RWQCB) issued <br /> a general permit for the remediation in May 1995. At this time, the District decided <br /> to pursue passive bioremediation instead of the proposed active bioremediation. <br /> 16- This decision, based on several quarters of groundwater monitoring data and recent <br /> outcomes of UST studies, was approved by the SJCPHS. The District submitted an <br /> amendment to the CAP to the SJCPHS in March 1996 to document this alternative <br /> remedial action. A list of the documents prepared for this site and a summary of site <br /> activities are included in Appendix A. <br /> The District has no plans to sell the Stockton Service Center property at any <br /> time. The site will be a District owned maintenance center as long as the aqueducts <br /> that it serves are in use. Based on the investigations and studies performed at the <br /> site, the Stockton Service Center is a low risk site and closure is warranted. The <br /> rationale for closure is presented in this report. <br /> 1 .1 Site Location <br /> t <br /> w- The Stockton Service Center is at 1804 West Main Street, at the southwestern <br /> corner of the intersection of West Main Street and Los Angeles Avenue in Stockton, <br /> I� California (Figure 1).
