EAST BAY
MUNICIPAL UTILITY DISTRICT
July 25, 1997
4
Mr Ron Rowe
San Joaquin County Public Health Services
Environmental Health Division
P O Box 388
Stockton, CA 95201
Dear Mr Rowe
Re EBMUD Stockton Center, 1804 West Main Street, Site Code 1169
Per your request, I am providing copies of information on all the underground storage tank
(UST) removals that have occurred at the above referenced site In your phone message of July
14, you asked for information on any lab data, soil removal records, and final disposal of the
"fourth tank "
Our records indicate, there were four USTs at the site there were three 1,000 gallon USTs at the
vicinity where the ongoing soil and groundwater investigation is located, and there was a fourth
1,000 gallon diesel UST west of these tanks, located in the vicinity of the vehicle maintenance
shop
It appears that there is conflicting information of the contents of one of the three USTs at the site
of the soil and groundwater investigation Our records indicate that it was labeled"abandoned"
in the tank removal submittal in 1987 Upon removal it was treated as an unleaded gasoline
UST In 1989, another unleaded gasoline and a regular gasoline UST were removed from this
area The regular gasoline UST was formerly used as a diesel UST There is no information to
indicate when the change in storage occurred
The 1,000 gallon diesel UST was removed on July 27, 1987, along with the 1,000 gallon
unleaded UST Laboratory data indicate that there was no hydrocarbon contamination in the soil
samples associated with the diesel tank, and the soil samples from the gasoline tank indicate
gasoline present at 940 ppm, benzene at 10 ppm, toluene at 21 ppm, xylenes at 66 ppm, and total
lead at 37 ppm
The USTs were sent to Commercial Tank Sales in Fresno Excavated soil was sent to a scrap
shop, all liquids removed were sent to Gibson Refinery (CA Manifest No 87177422) and 36
yards of soil were sent to Chem Waste in Kettleman City (CA Manifest Nos 87177430, 31, and
32) There is no indication of how much of this was from the diesel tank, and how much was
from the gasoline tank The gasoline tank was enclosed in a concrete vault that held the tank to
place We have soil sample results from December 1987, and it appears these are from over
excavation of the area around the gasoline tank These values range from 15 to 43 ppm for TPH
gasoline, no records were found for BTEX Judging from the dates on the manifests, the soil
from the over-excavation was removed at the same time
375 ELEVENTH STREET OAKLAND CA 94607 4240 15101 835 3000
flerytletl Papgr
