1 .0 Introduction <br /> 1 <br /> Black & Veatch Special Projects Corp (Black & Veatch) was retained by the <br /> ' East Bay Municipal Utility District (District) on June 24, 1993, to perform an <br /> additional site assessment, groundwater monitoring, and remediation services at the <br /> ' District's Stockton Service Center (Stockton site) Previous investigations had <br /> indicated the presence of a petroleum hydrocarbon groundwater plume at the site <br /> ' caused by leaking underground storage tanks (USTs) A work plan for additional <br /> investigation and quarterly monitoring was prepared by Black & Veatch and <br /> approved by the San Joaquin County Public Health Services Environmental Health <br /> Division (SJCPHS), the lead agency for the site Black & Veatch performed an <br /> additional assessment, implemented a quarterly groundwater monitoring program, <br /> ' and developed a feasibility study to identify and evaluate remedial alternatives for <br /> the site The District selected active bioremediation as the preferred alternative and <br /> Black & Veatch developed a draft corrective action plan (CAP) The Central Valley <br /> Regional Water Quality Control Board (RWQCB) issued a general permit for the <br /> remediation in May 1995 At this time, the District decided to pursue passive <br /> bioremediation instead of the proposed active bioremediation This decision, based <br /> on several quarters of groundwater monitoring data and recent outcomes of UST <br /> ' studies, was approved by the SJCPHS The District submitted an amendment to the <br /> CAP to the SJCPHS in March 1996 to document this alternative remedial action <br /> A list of the documents prepared for this site and a summary of site activities are <br /> included in Appendix A <br /> ' The District has no plans to sell the Stockton Service Center property at any <br /> time The site will be a District owned maintenance center as long as the aqueducts <br /> that it serves are in use Based on the investigations and studies performed at the <br /> ' site, the Stockton Service Center is a low risk site and closure is warranted The <br /> rationale for closure is presented in this report <br /> 1 .1 Site Location <br /> The Stockton Service Center is at 1804 West Main Street, at the southwestern <br /> corner of the intersection of West Main Street and Los Angeles Avenue in Stockton, <br /> California (Figure 1) The site is approximately 1,000 feet south of the Port of <br /> Stockton and the Stockton Deep Water Channel <br /> ' 96R7 Fast Bay Municipal Utility Distnct <br /> 40429700 fcr 1 Final Closure Report <br />
