Analytical detection limits have not been proposed, apply 0.005 ppm (mg/Kg) for BTEX and 1.0 ppm for
TPH as gasoline detection limits in soil matrices.
2. Backfill must be compacted and comply with the Uniform Building Code per San Joaquin County Building
Department. Excavation wall slopes near buildings should not exceed 45 degrees(1 foot lateral for each foot
of depth) to protect structural stability. In addition PHS/EHD recommends fill materials other than pea
gravel or for contaminated sites which may require further investigation or remediation.
3. Soil excavation volumes are estimated to be 300 cubic yards as a minimum, therefore stockpile storage areas
must be adequate to receive this or greater quantities. Please provide on a plot plan to scale the proposed
location(s)for all soil stockpiling. Soil stockpiles must remain covered(Top,sides and bottom)to eliminate
or protect from leaching to soil or waters of the State, and volatilization of contaminants to the atmosphere.
Direct venting(aeration)of volatile organic compounds (VOC's) from contaminated soil is subject to San
Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) regulation, Rule 4651. Contact the
SJVUAPCD office at 545-7000 and this office for details before proceeding with stockpile treatments.
4. Soil sampling for the excavation must be at minimum, 1 per 20 feet not limited to 5 as a total as proposed.
Stockpiles, 2 samples per composite sample per 50 yards. Please provide the name, address and telephone
number of the State certified analytical laboratory proposed for analytical work at this site and provide a
qualified sampler. You must also arrange for this qualified sampler to be present on the date and time
agreed upon for field work which is to be witnessed by our staff. You may use this letter to provide this
information to PHS-EHD by Friday, August 4, 1995.
6. Should contamination be noted under the building, further work will be required. Excavation will not be
an option, subsurface drilling will be required.
7. A Notice of Finding will be prepared by PHS-EHD for distribution to the immediate area of residents. You
will receive a copy when completed prior to its distribution.
A written report, reviewed and signed by a registered professional in the State of California summarizing the work
® A Division of San Joaquin County Health Care Services
