Included in that email were several attachments
which included the License Agreement between ConocoPhillips and the property owners. Your email response of
September 5,2008,stated that the owners do not want to have anything done to their property.
Our request for access to the property is in response to a directive by the San Joaquin County Environmental Health
Department(SJCEHD)so that we may assess the ground water and soil in the interest of protecting human health
and the environment. In order to comply with the SJCEHD, ConocoPhillips again requests permission to enter the
property to install three (3) groundwater monitoring wells and advance one (1) soil boring. It will take
approximately two(2)days to install the wells at the proposed locations labeled"MW-11D,MW-11I&MW-11S"
and to advance soil boring"HB-4"as shown on the site plan marked"Exhibit A",which is attached to the enclosed
License Agreement. The time and date of the installations will be discussed with you to minimize disruptions to
the businesses on the property. Upon completion of the soil boring samples, the boring will be filled with neat
grout. When the well installations are complete, twelve-inch (12")metal covers will be set flush with the ground.
We will also need to access the wells on a quarterly basis to sample and test the ground water. The quarterly
sampling will take place over a period of five (5) years and can be conducted at times that are convenient to the
owners and/or tenants. At the completion of its environmental assessment, ConocoPhillips Company will remove
the wells and return the surface to its original gradient
For your convenience, I have enclosed two original License Agreements. Please review the Agreements with the
property owners, obtain authorized signatures and dates, and return both documents to me in the attached
self-addressed, stamped envelope. Upon receipt, I will obtain the appropriate Agent's signature and return one
original to you for your records. Please contact me if you have any questions regarding the scope of work to be
performed or the contents of the License Agreement. My phone # is (805) 226-2647 and my email address is:
bonnie morrow c(e contractor.conocophillips.com. Thank you for your assistance and prompt attention to this
important environmental matter.
Sincerely,
Bonnie Morrow
Contracts Associate
Enclosures
cc: Eric Hetrick,ConocoPhillips,via email
Lee Ignatowicz,Stantec Environmental Consulting,via email
1-86S
