ERI <br /> ENVIRONMENTAL RESOLUTIONS, INC. <br /> F CRE® <br /> March 2, 1999 <br /> MAR 2 1999 ERI 205503 R02 <br /> Mr Ed Ralston ENVIRONMENTAL HEALTH <br /> Tosco Marketing Company PERMIT/ SERVICES f " <br /> 1380 Lead Hill Road, Suite 120 <br /> Roseville, California 95661 <br /> Subject Supplemental Evaluation of Soil and Groundwater, Tosco 76 Service Station 5886, <br /> 2701 March Lane, Stockton, California <br /> Mr Ralston <br /> At the request of Tosco Marketing Company (Tosca), Environmental Resolutions, Inc (ERI) <br /> performed a soil and groundwater investigation in the vicinity of the subject site The purpose of the <br /> work was to evaluate the lateral and vertical extent of dissolved and residual hydrocarbons including <br /> oxygenated compounds downgradient of the site Tosco requested ERI to submit a Work Plan (dated <br /> July 14, 1997) in response to a letter from the San Joaquin County Public Health Services, <br /> Environmental Health Division (the County) dated July 1, 1997 Specifically, the Work Plan included <br /> • Obtaining and reviewing available data from previous investigations to evaluate whether methyl <br /> tertiary butyl ether (MTBE) was present prior to installation of the new underground fuel facilities <br /> • Performing two additional groundwater monitoring and sampling events to evaluate the extent of <br /> MTBE in groundwater <br /> • Drilling three additional soil borings adjacent to former drains <br /> • Obtaining permits and access agreements, drilling off-site soil borings, collecting samples, <br /> constructing groundwater monitoring wells, developing wells, collecting groundwater samples, and <br /> analyzing selected soil and groundwater samples <br /> • Prepare and submit a report documenting the work <br /> At the request of Tosco, and in Response to correspondence from the County dated July 24, 1997, ERI <br /> submitted an Addendum to the Work Plan (dated August 8, 1997) modifying the proposed scope of <br /> work The Addendum to the Work Plan included <br /> • Obtaining access agreements with property owners directly south and west of the site and an <br /> encroachment permit from the City of Stockton Public Works Department (the City) to drill in the <br /> City right-of-way <br /> • Perform an underground utility search to identify potential preferential pathways for dissolved <br /> hydrocarbons to migrate off site <br /> • Propose cone penetrometer testing (CPT) locations to the County <br /> • Observe a licensed well driller advance CPT equipment following approval of the CPT locations by <br /> the County <br /> • • Collect depth specific groundwater samples from the CPT borings <br /> 74 Digital Drive, Suite 6, Novato, California 94949 415-382-9105 (FAX 415-382-1856) <br /> Lake Forest • Novato - Seaffle <br />
