WOW
Mike Infurna [EH]
From: Mike Infurna [EH]
Sent: Friday, May 16, 2003 3:29 PM
To: jzilles@kleinfelder.com'
Subject: 1444 Mariposa-Septic system
hiya Joe.
Mike Huggins came to me with questions on the 'sludge' (?)sample analyses you faxed to him.......
County ordinance does not allow for industrial, hazardous materials, etc to enter a septic system..Systems that have
detectable concentrations of these kind of substances require further investigation once we know about them. System is to
stay OFF-LINE until this is cleared up...Any more'flushing'or showers or etc can potentially move any contaminant further
down the lines...once down the pit, groundwater investigations typically get involved and you know what THAT does to any
simple investigation.
We (EHD)have contracted with State EPA to investigate and oversight on these"Underground Injection Control" (UIC)
sites...Margaret Lagorio and I handle them..And Margaret says I will be handling THIS one ..
Since we know about it, it's gotta be handled before it goes away..Here's what you'll need to get started.
a MFR form for you/landowner/responsible party to complete, sign, and return to EHD with a prepayment of$267 (3-hours
credit @$89 per)to start an account.
EPA UIC guidelines require sampling of, characterization of, and proper disposal of the liquid stuff in the septic tank.
Typically, based on the impact of the contents, the tank must be flushed as many times as needed to ensure decon,
collect and characterize the rinsate, and EHD is to VISUALLY inspect the inside of the tank for condition before re use.
Cracked, deteriorated, poor shape of tanks could mean removal (under EHD permit)and replacement.
If tank is ok, but pump out stuff is contam'd, then EPA again wants soil sampling under critical points (tank, d-box)as well
as EVERY 20 linear feet of leach lines just below the rock in first native soil..Hand augers work well here...with line(s)
located, a 45 degree angle and slide hammer with brass sleeves to intersect the native DIRECTLY below the leach lines
usually works...another approach is to use a bobcat/backhoe to trench very-next to the line, expose the line, gravel/rock,
and horizontally slide hammer a soil sample directly under the line....
You can approach this thing with a 'find out'quickly angle....two quick soil samples...one under the first outlet of the tank,
and another at the end of the leach Iine..IF they're screaming hot, you got a big problem...may wanna regroup and just
plan on destroying the system and o/ex til it's nd...let me know..
With pits, I STRONGLY recommend a soil and any liquid/sludge sample at the end of the leach line BEFORE it enters the
pit...could save you sampling the BOTTOM of the pit if non detect at acceptable QA/QC...
Evaluation of the soils and tank will provide info in determining IF the system can be re-use or removed and replaced...
I'll need a work plan (narrative)describing how, where, with what, EPA Methods for close to Waste Oil protocol, and a site
map, septic system design info, the$267 check+ MFR, and a boring permit application (enclosed)and $89 check with it....
call me if questions...468-3454.
