The EHD has a contract with the
California State Water Resources Control Board to conduct a UST corrective action
program. The above-referenced site was placed in the EHD Local Oversight Program
(LOP) on 13 May 1991.
EHD staff performed an inspection on 11 March 1987 during the completion of three soil
borings and one monitoring well (MW). The work was performed at the request of USA
Petroleum Corporation (USA Corp)for a phase II property transaction. Two feet of free
phase petroleum hydrocarbon (gasoline) was discovered in the MW S-1 (screen interval
31-56 feet). On 6 April 1987 USA Corp filed an Unauthorized Release (Leak)/Site
Contamination Report. Sensitive receptors (drinking water wells)were identified within a
2000-foot radius of the site. The current status of those wells is unknown.
In order to further define the extent of the contamination and determine the groundwater
flow direction, two additional MWs were installed, MW2 and MW3 (screened interval 40-
70 feet). Initially, there was a sheen on the water in both of these wells.
By 1991 the depth to first water at the site had dropped and the three MWs did not have
sufficient water for collection of water samples. In September 1992, three more MWs
(MW 1 P-MW3P)were installed, with deeper screen intervals (60-90 feet, 55-90 feet and
55-90 feet respectively). The groundwater samples from the deeper screened wells
were also positive for gasoline contaminants. A vapor extraction well (VEW1-P) was
also installed and a vapor extraction test was performed in October 1992. The extent of
