CONDOR EARTH SITE SPECIFIC HEALTH& SAFETY PLAN <br /> Condor Earth has adopted the following Health&Safety Plan. The purpose of this plan is to provide health <br /> and safety precautions for the initial and subsequent site visits during work operations. <br /> All work will be done in general accordance with current OSHA regulations.A tailgate safety meeting will <br /> be held prior to commencement of work each day and a Health& Safety Plan will be discussed with and <br /> presented to all crewmembers for their signatures. <br /> This Health & Safety Plan is limited to provisions for safe work practices related to potential exposure to <br /> unknown contaminants,as well as machinery employed during drilling operations. <br /> GENERAL SAFETY MEASURES <br /> Access to the project site shall be limited by the exclusion zone. The exclusion zone shall include an area <br /> at least 20 feet from the drill rig or excavation and associated equipment. Personnel not directly involved <br /> with the project shall not be allowed in the exclusion zone, and appropriate personal protective equipment <br /> must be worn. <br /> All Condor personnel,subcontractors,and consultants shall adhere to the provisions of the Condor Site Safety <br /> Plan including all applicable elements of the Condor Illness and Injury Prevention Program(IIPP). <br /> All of the above personnel who participate in fieldwork at the site will attend a safety indoctrination provided <br /> by the Condor Site Safety Officer. The Condor Site Safety Plan is maintained with the work plan. Copies of <br /> the work plan and health and safety plan shall be available to all working units of Condor,its subcontractors, <br /> and consultants. <br /> SITE SAFETY OFFICER RESPONSIBILITIES <br /> The Site Safety Officer shall monitor all activities of equipment and personnel at the project site. Site Safety <br /> Officer responsibilities will include the following: <br /> 1. Limiting access to the exclusion zone to authorized personnel. <br /> 2. Providing a written log of on-site activities and events. <br /> 3. Notification of regulatory agencies during emergency procedures. <br /> 4. Enforcement of contaminant exposure site safety precautions. <br /> 5. Documenting all injuries and safety incidents. <br /> Should drilling or excavating in soils encounter soils containing organic vapors and/or liquid contaminants, <br /> all personnel shall undertake the following precautions: <br /> Ambient Air Monitoring/Respirator Requirements <br /> Benzene, a constituent of petroleum products, will be used as an indicator parameter for ambient air <br /> monitoring.Because benzene is a suspected carcinogen and,therefore,highly regulated,it will be useful as <br /> a conservative indicator parameter. The following discussion assumes that exposure to benzene is a <br /> possibility;thus, a safety measure for other potential air-borne contaminants is achieved. <br /> a. Breathing zone vapor at a concentration of 1.0 ppm or greater at the drilling or excavation area, <br /> as detected by PID, requires site personnel to use a respirator with organic vapor cartridges <br /> while working in the exclusion zone. As a reference,the OSHA-PEL for benzene is 1.0 ppm. <br /> b. Breathing zone vapor at a concentration of 1.0 ppm or greater requires the site manager to <br /> monitor the site perimeter(concentrating in the down wind direction). <br /> Page 3 of 10 <br /> �i� CONDOR <br />
