PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Advanced GeoEnvironmental, Inc. (AGE), on behalf of the San Joaquin County Environmental Health <br /> Department (SJCEHD), invites public comment regarding the SJCEHD consideration to grant regulatory <br /> closure for a leaking underground storage tank (LUST) case on the Site identified below. <br /> SUBJECT SITE: James Blincoe Trust GeoTracker Global ID# (T10000005922) <br /> Site Address: 2431 East Mariposa Road, Stockton, California SJCEHD Site Code: 2118 <br /> PUBLIC COMMENT PERIOD: 60 days -from: 06 April 2015 to 08 June 2015 <br /> CASE SUMMARY: <br /> The SJCEHD in cooperation with the property owner and the responsible party, James Blincoe Trust, and <br /> environmental consultant, AGE, have evaluated soil conditions at the Site resulting from historical <br /> unauthorized releases of diesel from an underground storage tank (UST) system. The UST system, <br /> consisting of two USTs and associated piping, was removed from the Site in March 2014. On 22 May <br /> 2014, a total of approximately 436.7 tons of soil were loaded, transported and disposed at Forward <br /> Landfill in Manteca. AGE estimates 11,354.2 pounds of diesel were removed from the site during both the <br /> UST removal and soil excavation activities. Soil samples were collected to confirm the soil remediation. <br /> The highest concentrations of total petroleum hydrocarbons as diesel (TPH-d) were detected near the <br /> northeastern wall of the excavation at a concentration of 2,600 milligrams per kilogram (mg/kg). A sample <br /> collected at the western end of the excavation also contained low concentrations of TPH-d at 110 mg/kg. <br /> TPH-d was also detected in the soil stockpile samples, minor concentrations of volatile organic <br /> compounds were also detected in the soil stockpile samples. TPH-d was not detected in the soil collected <br /> at the bottom of the excavation. <br /> In July 2014, four soil borings were advanced near and within the former tank pit to investigate the diesel <br /> impact to the site. Samples were collected from the borings at five-foot intervals between fifteen and forty <br /> feet below surface grade (bsg). TPH-diesel and BTEX compounds, as well as naphthalene were not <br /> detected in these soil samples. Therefore, it is believed that contamination is restricted to this site and did <br /> not migrate to neighboring properties. Groundwater samples were not collected; however, groundwater <br /> was not likely significantly impacted by contaminants pertaining to this UST release. <br /> SJCEHD determined that the case meets the Low-Threat Underground Storage Tank Case Closure <br /> Policy general and specific media criteria for a low-threat site and has concluded that the site status is <br /> protective of the environment and of human health for current and future site use and for adjacent off-site <br /> areas. After addressing any concerns submitted to the SJCEHD during the public comment period <br /> regarding the pending case closure and receipt of notification that all case closure activities have been <br /> completed, the SJCEHD anticipates issuing a No Further Action Required letter for the subject Site. <br /> WHERE TO GET MORE INFORMATION: <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/. <br /> Upon written request, the Site case file is available for review at the SJCEHD office located at 1868 East <br /> Hazelton Avenue, Stockton, California 95205.
