1.0 INTRODUCTION/PREVIOUS WORK
This report is being submitted in response to a request by the San Joaquin County Public Health
Services, Environmental Health Division to further define the petroleum hydrocarbon impact to
' soils and groundwater at 2431 East Mariposa Road, Stockton, California (Figure 1).
' BJJ Company, Inc operates a truck terminal facility at the subject site. Three underground fuel
storage tanks are mamtamed at the facility Two of the tanks are newly installed double walled
' tanks used to contain diesel for company trucks. These tanks are located near the facility
entrance. The other tank is a 3500 gallon underground tank located partially beneath one of the
' maintenance buildings. This tank is the subject tank proposed for in-place abandonment. Figure
2 depicts the tank and piping locations relative to other facility features
'
Although ttus tank is approximately 43 years old, there had been no indications of product loss
or tank leakage A monitoring program was implemented beginning in 1985, pursuant to local
and state requirements for all underground storage tanks. Annual tank system tightness tests
utilizing static pressure by applied product head have been conducted as part of the monitoring
program. The most recent test was conducted on March 16, 1990. These tests have consistently
' found the tank system to be "tight" pursuant to local and state requirements and NFPA
guidelines. Tank test results from 1989 and 1990 tests are presented in Appendix I Daily
' volume gauging by "sticking" the tank and inventory record checks are also conducted as part
of the monitoring program. Records have reflected no observable losses over the monitoring
' period.
' Due to the location of the tank, BJJ Company, Inc. requested and received conditional approval
for in-place abandonment from the Montezuma Fire Protection District. A copy of the Fire
' District's letter is presented in Appendix II.
' On June 15, 1990, WaterWork personnel advanced two angled soil borings (ASB-1, ASB-2)
beneath the existing tank. The location and orientation of the borings are depicted on Figure
2. These borings were advanced at 450 from vertical and terminated beneath the longitudinal
' WJSR122 NK 1
