Market Street
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division, (PHS/EHD) has reviewed the
City of Stockton Police Facility file and has the following comments.
The July 26, 1990 letter from PHS/EHD to the City of Stockton referenced comments from Central Valley
Regional Water Quality Control Board(CVRWQCB). Additional sampling and analysis was requested of both
the domestic well on-site and the monitoring well installed October, 1989. Additionally, during the
November 8, 1990 office hearing between PHS/EHD, City of Stockton and WaterWork, Inc., it was agreed
by all participants that the these wells would be sampled. Sampling is to occur under the inspection of
PHS/EHD. Please contact PHS/EHD within 30 days to schedule an appointment for sampling inspection.
The Leaching Potential Analysis in the LUFT Manual was used to evaluate the soil contamination at this site.
Depth to groundwater was 19 feet when the monitoring well was installed in October, 1989. Soil samples
were taken beneath the underground tank product lines in June 1989. The results of these samples were
used to complete the Leaching Potential Analysis worksheet to determine if that level of contamination can
be left in place. The level of residual contamination associated with the underground tank product lines
failed the Leaching Potential Analysis. A copy is enclosed for your information.
Please submit a soil remediation plan as outlined in the Tri-Regional Guidelines, Appendix A, for
investigation of underground tanks, within 60 days.
If you have any questions, contact Mary Meays, EHS, of my staff at (209)468-3441.
Jogi Khanna M.D., M.P.H.
Health;A. 0
el✓
etuIIa, HS, Program Manager
nvironmental Health Division
LAC/MM:nr
c: CVRWQCB - Elizabeth Thayer
c: WaterWork, Inc. - Russell Juncal
1710 Main Street, Escalon, CA 95320
A Division of San Joaquin County Health Care scrvices
