PHS/EHD has the
following comments for your consideration.
Unfortunately, PHS/EHD cannot recommend the site be closed given the current available information.
The re-excavation attempt that was initiated on July 23, 1992 and ended on July 30, 1992, removed
approximately 305 cubic yards of contaminated soil. The excavation was limited to the north due to the
location of the building and sidewalk. The high voltage concrete encased electrical lines also limited the
extent of contaminated soil which could be removed. Residual soil contamination was documented, up to
20,000 ppb benzene and 1,900 ppm total petroleum hydrocarbon - gasoline, which poises a threat to ;
groundwater. Additional investigation will be necessary to define the boundaries of the residual soil
contamination.
The results of groundwater monitoring indicate that groundwater has not been impacted to date. The
frequency of groundwater monitoring may be reduced to annual, until further investigation indicates
closure may be considered..
There is a discrepancy between PHS/EHD field notes made during sampling and Figure 3 of the summary
.report. Please re-evaluate your field notes and prepare a more representative map. Please submit by
January 29,1993 the revised map with the work plan to investigate residual soil contamination.
If you have any questions, please contact Mary Meays, REHS, of my staff at (209) 468-0337.
Jogi Khanna, M. ., M.P.H.
Health Office 1
J
- /
urie A.
