PHS/EHD has the following comments for your consideration. <br /> PHS/EHD agrees that re-excavation of contaminated soil which poises a threat to <br /> groundwater is appropriate. Soil will be excavated in the area where a former leaking <br /> pipe was located. Five soil samples are proposed to confirm that the contaminated soil <br /> has been removed. The excavation was proposed to be backfilled with clean imported <br /> backfill and overburden soil. It is unlikely that overburden soil can be used, as <br /> underground storage tank pipe is generally located between 1.5 feet and`3.0 feet below <br /> grade. <br /> The soil remediation plan estimated that the volume of contaminated soil would be <br /> approximately 15 cubic yards. Stockpile characterization, to evaluate disposal/treatment <br /> alternatives, will consist of 4 discreet soil samples lab composited into one laboratory <br /> sample for analysis. PHS/EHD recommends that stockpile characterization consist of 2 <br /> discreet soil samples to be lab composited into one laboratory sample for analysis. <br /> PHS/EHD will conduct a limited public notification. In addition to posting the site, <br /> PHS/EHD will provide additional public notification if requested by the City of Stockton <br /> Police Department.
